To transfer ownership
the seller must
- complete and sign the section of the title certificate that transfers the ownership, and sign a bill of sale
- provide other documents that prove ownership and indicate the transfer of the ownership (see acceptable proofs of ownership)
the buyer must
- sign the bill of sale
- pay the sales tax or have proof of an exemption (see sales tax information)
- apply for a new registration, vehicle plates and a title certificate (see register and title vehicle or trailer, or register a snowmobile, boat, moped or ATV) or transfer a registration from another vehicle they own to their new vehicle at a DMV office

Can I change the name on a vehicle registration or title certificate to another person?
No. You cannot change the name on the vehicle registration or the title certificate to the name of another person. You must transfer the ownership of the vehicle.
