What is the processing time for an original application or an amendment?
The DMV takes approximately six to eight weeks to process an application.
Do I need to include all fees when I send in my application?

Is a copy of my Sales Tax Certificate of Authority required with my application? Can I send only the tax ID number?
The DMV does not accept the tax ID number only. You must send a copy of the Sales Tax Certificate of Authority.
Is a new Sales Tax Certificate of Authority required to open a new location?

When does my facility license or facility registration expire?
All facility licenses or facility registrations are valid for two years. If a facility gets an additional facility registration or facility license, the new document expires on the same date as the current document. For example, a DMV-registered repair shop applies for an inspection station license. The new facility license expires on the same date as the current facility registration.

Your refund arrives approximately eight to twelve weeks after the Department of Audit and Control receives your refund voucher.
Where do I get an official facility sign? Do I need a specific color?
You can get the facility signs that you need from a sign-maker's shop or from some automotive parts stores. The repair shop sign displays a green background and white letters. The inspection station sign displays a yellow background and black letters. The retail dealer sign displays a red background and white letters. Make sure that your facility sign complies with the specifications listed for your facility in the DMV Commissioner's Regulations.
What if I do not receive the application to renew my facility license or registration?

Can you send a copy of my facility license or facility registration by fax machine?
No. Your facility has the only copy. If the facility license or facility registration is damaged, lost or stolen, you can request a replacement from the Office of Vehicle Safety and Clean Air. Send a letter that includes your facility name, facility number, and your signature.
Can I use a fax machine to send an application?
No. You must include your payment for the fees with your original application form.
What if I close my business?
Write a letter to notify the DMV that your business will close and the date that your facility will stop operations. You must return your facility license or facility registration and any supplies of DMV items that remain in your possession. These items can include:
- inspection certificates,
- forms VS-1074, MV-907A and MV-50,
- the dealer registration and
- vehicle plates that a dealer did not issue to customers.

How to Order Inspection Certificates and Forms MV-50
How can I order inspection certificates and forms MV-50?
Online (inspection certificates only)
Inspection stations can order inspection certificates online. You must provide your facility number, the type of stickers that you need, and an e-mail address to receive your confirmation. Use a credit card to pay for the order. The order normally arrives in two weeks if you use standard postal delivery, or less than two weeks if you use an express mail service. There is a fee of $10 for express mail service.
By mail
Download form VS-113I to order inspection stickers, or download form VS-114I to order a form MV-50 book. You must send a completed form MV-50 book when you order a new form MV-50 book.
If you use an express mail service to send your order, make sure that you use the correct address. Include an additional $10.00 in your payment to receive your order by an express mail service.

How do I check the status of an order?
Call the Vehicle Safety automated response system at (518) 474-2398, and follow the instructions. The service is available 24 hours a day, seven days a week. You must provide your facility number to use this service.
Can I get a refund for the stickers or the forms that I do not use?
If your facility does not remain in operation, return your supply of stickers or forms to the DMV. You will receive a Refund Voucher for the value of the items that you returned. To receive the refund, you must sign and return the voucher to the DMV. You will receive a refund check from the Department of Audit and Control in eight to 12 weeks.
How do I get credit for the stickers or the forms that I do not use?
If your facility remains in operation, write a letter and request credit for the stickers or forms. The letter must include your facility number. Send the letter and the items to:

After your credit is processed, you receive a letter that indicates the amount of your credit. You can use this credit toward your next order of stickers or forms. You cannot use this credit for other DMV transactions.
Note: Emissions inspection stations can receive credit for a maximum of 50 damaged stickers per year. The station must return the damaged stickers to receive credit and to remove the stickers from your record.
How do I determine the amount of my credit?
After your credit is processed, you receive a letter that indicates the amount of your credit. If you do not have the letter, call the Vehicle Safety automated response system at (518) 474-2398, and follow the instructions. The service is available 24 hours a day, seven days a week. You must provide your facility number to use this service.
What if I received the wrong stickers or I need to return stickers?
Write a letter to the DMV and explain why you returned the stickers. Include the stickers, facility name, and facility number. You can exchange the stickers for the correct stickers or you can receive a credit. Make sure that you include these instructions in the letter. Put the stickers in a strong envelope. Postal machines can damage standard envelopes that contain a thick document and can lose the stickers. Remove these stickers from the NYVIP inventory.
What if my stickers or forms MV-50 are stolen?
File a report with the police. Send a copy of the report to the DMV, and keep a copy for your records. Report the theft even if you do not replace the stolen items. If you need to replace the items, make sure that you include a payment when you send the report to the DMV. A DMV Inspector will deliver your next order of documents in person. Make sure you record "stolen" inspection stickers in the NYVIP unit.
What if my stickers or forms MV-50 are lost?
Write a letter to the DMV and explain that your items were lost. To replace the lost items, make sure that you include your order and your payment when you send the letter.
The business at my dealership has increased. How do I get additional form MV-50 books?
Contact the Division of Vehicle Safety Field Services and Clean Air in your region to get an approval letter from a DMV Inspector. Send the approval letter, an order form, and your payment for the additional books to the DMV.

How do I accept or reject a hearing waiver?
Carefully read the hearing waiver notice that you received. To accept the waiver, mark the correct box on the form. Mail the form to the address listed on the form. Make sure that you include a personal check and the required business documents described on the form.
How do I determine the date, time and location of my hearing?
The DMV notifies you by mail of the date, time, and location of your hearing. The hearings are held at different locations in NYS. The DMV tries to schedule the hearing at a location near your facility.
How do I get a hearing changed to a later date?
The DMV Hearing Bureau does not give adjournments unless all circumstances demonstrate good cause. Request your adjournment early, but no less than seven days before the date of the hearing. Include the reason why you requested the adjournment, your address and your daytime telephone number. You or your attorney can request the adjournment by mail. Send the letter to:

Failure to receive a confirmation of your adjournment does not indicate that the Hearing Bureau gave you an adjournment. If you do not receive a confirmation at least five days before the date of your hearing, call the Hearing Bureau at (518) 474-1509.
Suspensions, Revocations, Civil Penalties, Appeals
Why was my facility license or my facility registration suspended or revoked?
Read the Notice After Hearing that you received from the DMV. The notice explains the reasons why your facility license, facility registration, or inspector certification was suspended or revoked after a DMV hearing.
When does the suspension or the revocation begin and how do I comply?
The suspension order or the revocation order indicates the date that a suspension or a revocation will begin. Read the following list of items. You must surrender the correct items to a regional office of the Office of Vehicle Safety Field Services or to the DMV Central Office in Albany. The DMV must receive the correct items no later than the date that your suspension or revocation will begin.
- A repair shop must surrender the certificate of registration for the repair shop.
- A dealer must surrender the certificate of registration for the dealership, all forms MV-50, all dealer plates, all dealer registrations, and any vehicle plates that were not issued to customers.
- An inspection station must surrender the inspection station license and all inspection certificates. An inspection station that is equipped with a computerized vehicle inspection system cannot conduct any inspections. The computerized vehicle inspection system will not allow inspections to be performed during the suspension or revocation period. A DMV Inspector visits the facility to verify compliance. What if the facility does not surrender the items before the effective date?
If the facility does not surrender the required items before the effective date of the suspension or the revocation, the period of the suspension or the revocation is extended. For example, a facility is suspended for 30 days. The facility does not surrender the certificate until 10 days after the effective date listed on the suspension order. The certificate is suspended during the 10 days and for 30 days after the facility surrenders the items.
How do I pay a civil penalty or restitution?
To pay a civil penalty, you must send a certified check or a money order payable to "Commissioner of Motor Vehicles." To pay restitution to the customer who filed the complaint, send to the DMV a certified check or money order that is payable to the name of the customer.

The DMV cannot terminate your suspension for failure to pay a civil penalty until your payment is processed in the Central Office in Albany.
What can I do if I receive a letter or a suspension order for a bad check?
Return the letter and two certified checks or two money orders. Write one check or one money order for the amount of the bad check. Write the other check or the other money order for the amount of the penalty fee of $35. Make the checks or the money orders payable to "Commissioner of Motor Vehicles." If you do not have the letter, you can call the Accounting Unit at (518) 474-5913 to determine the correct amount.
What can I do if I do not agree with the decision made by the hearing judge?
Use form AA-33A (Appeal from DMV Hearing Determination) to file an appeal with the DMV Appeals Board. Form AA-33A includes instructions. You must file the appeal no more than 60 days after the date of the decision letter or the notice.

What standard items of vehicle equipment are not required parts of a safety inspection?
The items in the following list are not a required part of a safety inspection for light-duty and medium-duty vehicles. While some of the items are illegal equipment, the inspection station is not required to inspect the items. You can inform the customer that the item is illegal or that the item does not function. These items cannot cause you to reject a vehicle. The items are:
- Bumpers
- Fog lights
- Window tinting
- Studded snow tires (Tires must pass other inspection standards.)
- Rear window defogger or rear window defroster
- Rear window wiper
- Ball joints
- CV joints and boots
- The thickness of brake rotors
- Activated Anti-lock Brakes (ABS) Warning Light
- Activated Airbag Readiness Warning Light (You must use a rejection notice to inform the customer, but do not reject for inspection.)
- A rear view mirror that is mounted on the outside of the passenger side of the vehicle (Unless the rear window is obstructed. The customer must remove the mirror or the mirror must meet inspection standards to pass the inspection.)
- Brakes on a trailer (The brakes are not required, but you must inspect the brakes if they exist.)
What faults can cause the rejection of a serpentine belt on a vehicle that has power steering?
You can reject the serpentine belt if any pieces of the serpentine belt between the grooves are absent or any part of the serpentine belt is frayed.
Can a NYS inspection station inspect a vehicle that is registered in another state?
Yes. DMV Regulation 79.8(b)(1) requires an inspection station to inspect any vehicle it is qualified to inspect and includes vehicles registered in other states. Advise the customer that not all states recognize the NYS inspection.
Can I inspect a vehicle that is not registered or does not display vehicle plates?
Yes.
How do I perform a data refresh on the NYVIP Computerized Vehicle Inspection System (CVIS)?
You normally use the data refresh command to update the data in the NYVIP system if:
- Your facility was not active and now becomes active
- DMV suspended your facility and the facility is now reinstated
- You needed to add stickers to inventory
- You need to download off-line inspections to DMV
- To get the latest State messages
The data refresh command can be performed by selecting option number one (1) from the main menu, then choosing number three (3) Data Refresh.
The New York Vehicle Inspection Program (NYVIP)
What is the New York Vehicle Inspection Program (NYVIP)?
The NYVIP is a program that includes a test of the emission control systems of vehicles that have a model year of 1996 or newer. The NYVIP helps NYS to comply with the Federal Clean Air Act, decreases the emissions from motor vehicles, and reduces air pollution.
The NYVIP uses equipment at NYS-licensed inspection stations and the on-board diagnostic system (OBDII) of the vehicle to verify that the emissions control systems of the vehicle function correctly. The station uses the equipment, and an approved communications system to report the inspection results to the DMV. The inspection station must purchase the NYVIP equipment from SGS Testcom.
What happened to the NYTEST "high-enhanced" emissions inspection program?
The NYTEST high-enhanced emissions inspection program came to an end on December 31, 2010. Any non-exempt vehicle formerly subject to the high-enhanced emissions inspection is now subject to a low-enhanced emissions inspection using the NYVIP equipment.
Vehicles that are subject to a heavy vehicle safety inspection will be exempt from the low-enhanced emissions inspection on and after January 1, 2011. Prior to that date, these vehicles were subject to the high-enhanced inspection. Therefore, not all vehicles that were subject to the high-enhanced inspection will be subject to the low-enhanced inspection.
What is "OBDII"?
"OBDII" is the acronym that indicates the "on-board diagnostics - version two". The OBDII is a computer system that monitors the correct operation of the engine and the emissions control systems of the vehicle. All vehicles that have a gross vehicle weight rating (GVWR) less than 8,501 pounds and that are model year 1996 or newer gas-powered vehicles or 1997 or newer diesel-powered vehicles are equipped with the OBDII. If the OBDII detects a problem that can result in excessive emissions, a malfunction indicator light (MIL) illuminates to inform the driver or automotive technician.
Which vehicles must get the OBDII test?
The OBDII test is required for any vehicle that is not exempt from emissions inspection and that has a gross vehicle weight rating (GVWR) less than 8,501 pounds and that is:
- " Model year 1996 or newer and gas-powered; or,
- " Model year 1997 or newer and diesel-powered.
What motor vehicles are exempt from the OBDII and low-enhanced emissions inspection?
These motor vehicles are exempt from the OBDII and low-enhanced emissions inspection:
- Vehicles that are less than two model years old (formula: model year is greater than or equal to calendar year minus one).
- Vehicles that are more than 25 model years old (formula: model year is less than or equal to calendar year minus 25).
- Diesel-powered vehicles, except those diesel-powered vehicles that are model year 1997 or newer and that have a gross vehicle weight rating (GVWR) less than 8,501 pounds.
- Electric-powered vehicles.
- Motorcycles.
- Vehicles that have historical plates.
- Vehicles that are subject to the heavy vehicle safety inspection.

What emissions inspection is required if a gas-powered vehicle is not required to have the OBDII test and is not exempt from emissions inspection?
A non-exempt gas-powered vehicle that is not subject to the OBDII emissions inspection is subject to the low-enhanced emissions inspection. Diesel-powered vehicles are exempt from the low-enhanced emissions inspection.
Can a station continue to conduct emissions inspections if the station does not participate in the NYVIP?
No. To remain or become a NYSDMV-licensed public inspection station for light-duty vehicles (group 1A), a station must purchase the NYVIP equipment. An inspection station that does not participate in the NYVIP cannot conduct safety inspections or emissions inspections for light-duty vehicles that weigh 18,000 lbs. or less.
What are the benefits that a station or a certified inspector receives from the NYVIP?
The NYVIP
- Provides the station with accurate records and more control over who conducts the inspections,
- Helps to reduce exhaust emissions and air pollution,
- Helps to provide a standard emissions inspection with standard results,
- Keeps electronic records of inspection activity for the station,
- Provides printed reports about inspection activity at the station, and
- Provides customers with receipts and with reports that explain the reasons that their vehicles failed the inspections.
What does the NYVIP equipment include?
The NYVIP equipment includes:
- A computer system that includes an approved communications system, a barcode scanner, and a printer, and
- An OBDII cable that connects the equipment to the OBDII system on the vehicle, and
- A service contract and warranty from SGS Testcom.
Where does the station get the NYVIP equipment and what is the cost of the equipment?
A NYS-licensed inspection station must purchase the NYVIP equipment from SGS Testcom. The cost of the unit is $2,666.91.
A station has the option to purchase the following NYVIP equipment from SGS Testcom for additional costs:
- A laser printer,
- A faster barcode scanner,
- A cover for the equipment,
- A cart for the equipment.

The station must also provide an approved communications system to transfer data from the NYVIP equipment, SGS Testcom, and the DMV computers.
Are there other costs that a station must pay to participate in the NYVIP?
There is a charge of 38.4 cents for each connection made by the approved communications system, payable to SGS Testcom. The OBDII and low-enhanced emissions inspections require two connections, and the other types of inspections require one connection.
The inspection station must pay for any repairs to the NYVIP equipment that are the result of vandalism, incorrect use, or failure to maintain the equipment correctly.
A station must purchase the printer cartridges, the paper, and other supplies for the NYVIP equipment.
What fees do motorists pay for the NYVIP inspection?
In the Upstate Area, the total fee for a NYVIP safety and OBDII emissions inspection is $21. In the NYMA, the total fee for a NYVIP safety and OBDII emissions inspection is $37.
Statewide, the total fee for a NYVIP safety and low-enhanced emissions inspection is $21.
How does the inspector conduct the emissions inspection?
The inspector conducts the safety inspection, the gas cap check (gas-powered vehicles only) and the visual inspection of the emissions control devices (gas-powered vehicles only), and then the OBDII test, to complete the inspection.
To conduct the OBDII test, the inspector uses the OBDII diagnostic link connector (DLC) on the vehicle.
A vehicle will fail the OBDII test if:
- The DLC on the vehicle is broken or missing, or
- The OBDII malfunction indicator light (MIL) on the vehicle does not illuminate when the ignition is set to the ON position and the engine is not in operation, or
- The MIL remains illuminated when the engine is in operation, or
- the OBDII system on the vehicle directs the MIL to illuminate, or
- the OBDII monitors on the vehicle report that the OBDII system is not ready for the test (monitor readiness status).

Will the vehicle pass the inspection if I disconnect the vehicle battery to clear the OBDII malfunction codes?
No. If you disconnect the battery, the OBDII monitors on the vehicle will report that the OBDII system is not ready for the test. This result causes the vehicle to fail the inspection.
In what circumstances can the NYVIP inspection station issue a 10-day inspection extension to the customer?
The NYVIP inspection station can issue from the NYVIP computer an inspection receipt that includes a 10-day extension of the previous inspection for the vehicle only if:
- the previous inspection was expired at the time of the inspection, and
- the vehicle passed all parts of the inspection except the OBD II readiness monitor test.
You cannot issue an extension in any other circumstances. You cannot issue more than one extension. Do not refer a customer to the DMV for an extension.

Will the vehicle pass the inspection if the light bulb in the MIL is removed?
No, the vehicle will fail the inspection. Before the inspector conducts the OBDII test, the inspector must make sure that the MIL operates correctly.

The OBDII test requires less than five minutes. The inspector conducts the safety inspection, the gas cap check (gas-powered vehicles only) and the visual inspection of the emissions control devices (gas-powered vehicles only), and then the OBDII test, to complete the inspection.
Can the station use the NYVIP equipment to diagnose a vehicle for other work at the station?
No. A station can use the NYVIP equipment only for inspections and communications related to inspections. A station cannot install software on the NYVIP computer and cannot use the equipment for work that is not related to inspections.
SGS Testcom will have the option to make available new equipment or software with other functions. The DMV and the Department of Environmental Conservation must approve the new equipment or software. If new equipment or software becomes available and is approved, the DMV will notify the inspection stations.
My station has an OBDII scan tool. Can I use the same scan tool to do the OBDII test?
No. You must conduct the OBDII test with the equipment that you purchase from SGS Testcom. You can use your current OBDII scan tool for other diagnosis and repair work.
How do I use the printer, the barcode scanner, and the approved communications system?
Printer - The station uses the printer to print the receipts, the daily reports, and the other reports related to the emissions inspection. The daily inspection reports from the printer replaces the DMV form VS-1074 previously used to record the inspections. The receipts from the printer replace the rejection notice (VS -1075) previously provided to the motorist.
Barcode scanner - The inspector uses the barcode scanner to enter the information from vehicle registration stickers, inspection stickers and the inspector certification card into the system. The barcode scanner can enter the information more accurately and faster than the inspector can enter the information manually.
Approved communications system - The approved communications system communicates the results of the inspection to the DMV computers. SGS Testcom also uses the communications system to send important information about the NYVIP to the inspection stations. For example, if the inspection regulations change, the DMV can provide the information to SGS Testcom, and SGS Testcom can send the text of the change to the NYVIP computer at each station.
Can a NYVIP inspection station in the Upstate Area conduct an emissions inspection on a vehicle that is registered in the NYMA?
Yes, any NYVIP station can inspect a vehicle subject to a low-enhanced or ODBII emissions inspection, regardless of the county in which the vehicle is registered.
Does the DMV require a new type of inspection sticker for the NYVIP?
No. OBDII tested vehicles will receive a Safety/Emissions Certificate (formerly referred to as the low-enhanced sticker).
Does a certified inspector need a new certification card to conduct the NYVIP inspections?
No. The DMV does not require a new certification card, but an inspector must complete the OBDII training and pass the NYVIP certification test to conduct the NYVIP inspections that include the OBDII emission inspections.
An Inspector must have a valid certification card and make sure that a barcode scanner will read the barcode on the certification card. To replace an inspector certification card, call the DMV Inspector Certification Unit at 518-474-7998.

Which vehicles are subject to the diesel emissions inspection?
All non-exempt diesel-powered vehicles registered in the Diesel Emissions Metropolitan Area (DEMA), with a maximum gross weight (MGW), as indicated on the vehicle registration certificate, over 8,500 pounds, must get an annual diesel emissions inspection. The diesel emissions inspection must occur at the same time as the annual safety inspection. The DEMA includes the five boroughs of New York City, and Nassau County, Suffolk County, Rockland County, and Westchester County. The model year does not exempt a vehicle from the inspection. Read section 79.2(h) of the inspection regulations to get information about vehicles that are exempt.
All diesel-powered vehicles registered outside of the Diesel Emissions Metropolitan Area (DEMA), with a maximum gross weight (MGW) over 8,500 pounds, do not require an annual diesel emissions inspection, but may be subject to a random roadside diesel emissions inspection.
All model year 1997 or newer non-exempt diesel-powered vehicles, registered anywhere in New York State, with a gross vehicle weight rating (GVWR) less than 8,501 pounds, must get an annual OBDII emissions inspection, and are not subject to the diesel emissions inspection.

No. The program includes all diesel-powered vehicles that are registered in the Diesel Emissions Metropolitan Area (DEMA) and that have a MGW, as indicated on the vehicle registration, greater than 8,500 lbs. The program includes some pick-up trucks and some medium-duty trucks.

Is there a different inspection sticker for a diesel emissions inspection?
Yes. Put the inspection sticker on the windshield.
If the vehicle also receives a heavy vehicle inspection, do not put the heavy vehicle inspection sticker on the windshield. Put the heavy vehicle inspection sticker on the front of the vehicle, as near to the front vehicle plate as possible.
If a diesel-powered vehicle passes the safety inspection, but does not pass the diesel emissions inspection, can the inspection station issue a safety inspection sticker?
No. A diesel-powered vehicle that is required to receive a safety inspection must pass both parts of the inspection to receive any sticker. A waiver of the emissions inspection is available if the cost of repairs exceeds a specific amount.
Can the station use the NYVIP analyzer to record the stickers for the diesel emissions inspections? How do I keep the records of the inspections conducted at the station?
No, the station cannot use the NYVIP analyzer to record the diesel emissions stickers. Use form VS-1074SD (Vehicle Inspection Record) to record the inspection stickers. If a vehicle receives a sticker for a heavy vehicle inspection and an emissions inspections sticker, record both stickers on the same form VS-1074SD.
How does the inspector conduct the diesel emissions inspection?
The inspector checks the condition of any emissions control devices, and makes sure that the vehicle is at normal operating temperature. The inspector then enters information about the vehicle into the smokemeter used to test the exhaust emissions. The information determines the test standards for that vehicle. The smokemeter measures the exhaust emissions on three snap accelerations, and prints the results. The operator or owner of the vehicle receives a copy of the results. If the vehicle passes the safety inspection and the emissions inspection, the inspector puts the correct sticker or stickers in the correct location on the vehicle. If the vehicle fails any part of the inspection, the operator or owner of the vehicle receives a rejection notice.
A vehicle failed either the safety inspection or the diesel emissions inspection. Is the vehicle required to repeat both inspections again?
A vehicle is required to repeat only the failed part of the inspection if it returns for a re-inspection to the same station in 30 days or less. A vehicle that is not re-inspected in 30 days or less or goes to a different inspection station must repeat both inspections.
What is the fee for a diesel emissions inspection?
The fee is $25 for a diesel emissions inspection.
The fee for the safety inspection is:
- $10 for a light-duty vehicle,
- $15 for a medium-duty vehicle, or
- $20 for a heavy-duty vehicle.
How does an inspection station become a diesel emissions inspection station?
The station must purchase a DMV-approved smokemeter. The cost of the smokemeter is approximately $7,000 to $8,000. A station can conduct an emissions inspection on a diesel-powered vehicle if the station is licensed to conduct a safety inspection for that specific type of vehicle. To prove that an approved smokemeter was purchased, the station must send a photocopy of the invoice to this address:

Do I need to indicate the selling price on form MV-50 if I sell a vehicle wholesale?
No. The selling price is not required on form MV-50 when a vehicle is sold wholesale.
Is a NYS inspection required for a vehicle that is sold to a customer who does not reside in NYS?
No. A NYS inspection is not required for a vehicle registered in another state.
Can I sell a retail vehicle "as is"?
No. Some exceptions allow you to use form MV-907A (Salvage Certificate) to sell a vehicle as "junk". The DMV cannot issue a title certificate or a registration to a junk vehicle or a salvage vehicle that is rebuilt unless the vehicle passes a salvage vehicle examination. If a title certificate is issued it will receive a brand that displays "REBUILT SALVAGE:NY".
Must I provide a warranty on a vehicle that has at least 110,000 miles and which was sold to a retail customer for $1,295?
These terms refer to the warranties described by the Office of the Attorney General in the Lemon Law
. The Vehicle and Traffic Law requires a dealer to complete the Used Vehicle Certification on form MV-50. The law applies to all vehicles sold at any selling price and which display any odometer reading. The vehicle must be acceptable for use on the road at the time of sale.
I cannot get the title certificate for a vehicle I sold. The temporary registration I issued to the customer expires soon. Can I issue another temporary registration?
No. According to the DMV Commissioner's Regulations, you cannot sell a vehicle if you do not have proof of ownership. You cannot issue an additional temporary registration under any circumstances.
Where can I get a surety bond?
Contact a surety insurance company. Make sure that the business name and mailing address on the bond exactly match the business name and mailing address on your DMV facility license. Make sure that you write your Facility Number on the bond.
What is the amount of the bond that a dealer is required to have?
A dealer who is licensed as a used vehicle dealer and who sold 200 or fewer vehicles during the previous calendar year must have a bond in the amount of $10,000.
A dealer who is licensed as a used vehicle dealer and who sold more than 200 vehicles in the previous calendar year must have a bond in the amount of $25,000.
A dealer who is licensed as a new vehicle dealer or as a qualified dealer must have a bond in the amount of $50,000.

What can I do if a customer leaves a vehicle for repairs, does not return, and I cannot contact the customer?
You can try to foreclose a Garagemen's Lien against the vehicle. Read form MV-901C to get information about the lien.
When can I begin to request payment for the storage of a vehicle?
You can request payment for storage after you notify the customer by mail at the last known address.
How can a customer authorize a facility to make repairs to their vehicle?
A repair shop must have authorization from the customer to make repairs. To authorize repairs, a customer can:
- sign the repair order prepared by the repair shop, or
- provide a written work order to the repair shop, or
- authorize the repair by telephone. The repair shop must record the time, the date, and the name of the person who authorized the repairs.
Can the amount of a final bill be more than the written estimate?
The final bill cannot exceed the written estimate without the consent of the customer. The shop can charge a reasonable fee to make an estimate.
