Heriberto (Herb) Barbot
Deputy Commissioner for Operations and Customer Service
Deputy Commissioner Heriberto (Herb) Barbot was appointed to his position in September, 2015. Mr. Barbot oversees DMV's issuing offices, has primary liaison responsibility for the fifty-one county clerks who operate DMV issuing offices as agents of the Department and continues to further DMV's ongoing "Customer Service Initiative" which applies the private sector's best customer service practices to help DMV customers. This initiative included the creation of an online reservation system that lets customers schedule a nearly no-wait DMV office visit, as well as a significant reduction in the average wait time at DMV offices for our walk-in customers.
Mr. Barbot brings to the DMV many years of legal and administrative experience in government, the private sector, and the non-profit community, most recently having served as Chief of Staff and Special Counsel at the NYC Department of Youth and Community Development. Prior to that, Mr. Barbot was the Deputy Comptroller for Claims and Adjudication for the Office of the Comptroller of the City of New York, where he was responsible for the oversight of more than 24,000 claims filed annually against the City. He has also served in a number of positions in the legal services field, primarily in different sectors of New York’s health care industry.
Mr. Barbot holds a Juris Doctor from New York University School of Law and a Bachelor of Science in Business Management and Finance from Brooklyn College. Mr. Barbot also served as a Staff Sergeant in the United States Air Force.
