The Full Reciprocity Plan (FRP) grants registration privileges for all IRP-registered vehicles in all IRP member jurisdictions. This makes the Plan more fair and flexible for carriers and member jurisdictions and more efficient to administer.

Once fees are paid to the base (home) jurisdiction, the registrant’s cab card (registration) document will reflect all IRP member jurisdictions granting registration privileges to travel in all IRP jurisdictions during the registration year.

Fees and Average Per Vehicle Distance

The registrant pays fees in the jurisdictions for which they had actual distances in the previous reporting period (July 1 – June 30), and all IRP jurisdictions will appear on the registration cab card.

Registration fees for new fleets that did not accumulate any actual distance in the reporting period are calculated using the New York Average Per Vehicle Distance (APVD) chart for all jurisdictions. The chart is based on the average distance reported by vehicles registered in New York for all IRP jurisdictions. 

Vehicle Weights, Fleets, and Benefits of FRP

The Gross Vehicle Weight (GVW) displays on the cab card for every jurisdiction, whether fees were collected or not. The declared weight for New York, plus the comparable weight for each member jurisdiction will be reflected.

If you need to increase weight while registered under FRP, you will continue to follow the same jurisdiction administrative policies for weights, and fees for an increase in weight will be calculated only for jurisdictions where actual distance is accrued.

If you have multiple fleets, there is no requirement to consolidate them. However, with FRP your fleets have all jurisdictions. Combining fleets may reduce the administrative efforts involved in maintaining several fleets. You will continue to have the option of allowing vehicles in the same fleet to have different weight groups.
