DMV considers the following types of businesses to be Junk and Salvage businesses:
- vehicle dismantlers
- salvage pools
- itinerant vehicle collectors
- mobile car crushers
- scrap processors
- scrap collectors
- drive-in appraisers
- repair shops that dispose of vehicle scrap
To become a Junk & Salvage business licensed by the New York State DMV, you must first
- read the DMV Information & Regulations for Junk & Salvage Businesses (PDF) (CR-81)
- satisfy the Junk and Salvage Requirements (PDF) (VS-144)

Apply
To apply to become a junk and salvage business, mail
- a completed Original Facility Application for a Junk and Salvage Business (PDF) (VS-1JS)
- a copy of your Sales Tax Certificate of Authority (not just your tax ID number)
- any additional required documentation
- all fees
to the Bureau of Consumer and Facility Services - Application Unit at the address below.
If DMV rejects your application, you will receive a refund 8 to 12 weeks after the Department of Audit and Control receives your refund voucher.
