About

OSCAR provides a single point of contact to

  • apply online
  • pay for and receive credentials for certain IRP Transactions
  • Highway Use Tax (HUT)
  • International Fuel Tax Agreement (IFTA), and
  • certain New York State DOT Oversize/Overweight Permits online

OSCAR replaces a system that required a carrier to interact with as many as four different New York State agencies to get all the required credentials.

Interstate carriers in New York will be able to obtain IRP, HUT credentials, IFTA - See Publication 536 and New York State DOT Oversize/Overweight Permits through the One Stop Credential Program. These credentials are administered by these New York State agencies

  • DMV International Registration Program (IRP)
  • Department of Taxation and Finance (IFTA and HUT)
  • Department of Transportation

The OSCAR Program provides alternative, one-stop data entry that eliminates the need for multiple forms, multiple visits or contacts and duplication of effort.
