The Dealer Plate Issuance Program
This program allows New York State registered dealers to issue permanent registration plates and/or in-transit permits to their customers.
Participating Plate Issuance Dealers can order plates online.

Eligibility
To purchase registration plates and/or in-transit permits, you must
- Be a registered retail dealer of passenger vehicles, commercial vehicles, motorcycles or trailers for at least 1 year. (Note: The Commissioner may waive the 1-year waiting period for a dealer adding another dealership, if the owners of the business have a history of satisfactory participation in the dealer plate program within the last 5 years, or for a newly licensed dealer who sells new vehicles. If the Commissioner waives the 1-year waiting period, you must still meet all other requirements.)
- Not have an expired, suspended or revoked dealer's business certificate (form MV-61P).
- Be in "good standing" with DMV. This means that you have had no violations in the last 12 months, no open or pending investigations or hearings, and no unpaid civil penalties, restitution or judgments.
- Have a minimum of 25 retail sales per year. (This does not apply to new motor vehicle dealers who have posted the required $50,000 bond.)
- Have a secure location for plates and in-transit permits that is locked when not in use
- Comply with all VERIFI requirements

To join the Dealer Plate Issuance Program, complete the Application for Dealer Plate Issuance Program (PDF) (MV-463). Then, scan and submit the application by email to the DMV Plate Issuance Application Unit. Allow 4 to 6 weeks for DMV to process your application.
