Order Inspection Certificates through OPUS
DMV is no longer supplying any inspection certificates. Opus Inspections Inc. is the sole provider for the print on demand sticker stock that is used now in the New York State Vehicle Inspection Program (NYVIP3) system. Sticker stock is automatically shipped based on your facility's usage and current inventory levels. If you need to place an order for additional stock due to unforeseen issues (such as damage or stolen/lost stock) send a request through the OPUS Sticker Stock Service Call website.
Return Unused Certificates
By March 1st of each calendar year, every inspection station owner must return all unused inspection certificates from the previous year to DMV. You can receive a refund or credit for unused or defective certificates by surrendering the certificates and completing the Inspection Certificate Return Form (PDF) (VS-48). Send the form and the certificates to the address below.
Important: All certificates that you return as defective must have a legible serial number. Certificates damaged by an act of the inspection station or inspector are not eligible for credit, except for ones that are intentionally voided to prevent issuance. These may be eligible for credit at DMV's discretion.
After DMV processes your credit, you will receive a letter that indicates the amount of your credit. You can use this credit toward your next order of certificates or forms. You cannot use this credit for other DMV transactions. If you do not receive the letter, call the DMV Vehicle Safety automated response system at 518-474-2398 and follow the instructions. The service is available 24 hours a day, 7 days a week. You must provide your facility number to use this service.
Return Wrong Certificates
If you received the wrong pre-printed 2024 inspection certificates or need to return pre-printed 2024 inspection certificates, write a letter to DMV and explain why you are returning the inspection certificates. Include your facility name and facility number in the letter. You can exchange the certificates for the correct certificates or receive credit. Make sure you indicate your choice of replacement certificates or credit in your letter.
Put the certificates and letter in a strong heavy-duty envelope and mail the envelope to DMV at the address below. (Postal machines may damage or lose standard envelopes that contain thick documents.) Then, remove these certificates from the NYVIP2 inventory.

Return Certificates After Closing an Inspection Station
If you close an Inspection Station, you can receive a refund for unused certificates and forms.
You must return your supply of certificates or forms to the DMV to receive a Refund Voucher for the value of the returned items. To receive the refund, sign the voucher and return it to DMV. You will receive a refund check from the Department of Audit and Control in 8 to 12 weeks.
