If you have military experience driving commercial motor vehicles you may apply for a waiver of the NYS CDL skills road test when you apply for a CDL.
Requirements
To meet the requirements for this waiver, you, the driver, must:
- currently hold a valid New York State driver license or have a valid out-of-state driver license to be exchanged for a New York State driver license
- meet all other requirements to qualify for a New York State Commercial Driver License (see Get a CDL)
- be currently regularly employed (or regularly employed within the last year) in a military position (active duty or New York National Guard) that requires the operation of a Commercial Motor Vehicle (CMV)
- have operated a CMV of the same type that you operate or expect to operate for at least two years immediately before the date you were discharged from the military, or the date of application if you are in active service
Apply
To apply, you must present the following at a DMV office:
- a completed form CDL Certification for Military Waiver of Skills Tests (PDF) (CDL -102)
- a valid New York State or out-of-state driver license
- a medical certificate (if required)
- proof of military service as listed on form CDL-102

You must pass all applicable written tests and pay the written test fee, permit fee, and license fee. There is no skills test fee.
