Insurance IIES Inquiry IIE Resource Guide

Overview

NY’s Insurance Information & Enforcement System (IIES) was developed as a result of the enactment of Chapter 678 of the laws of 1997 as amended by Chapter 509 of the laws of 1998. IIES is a comprehensive program designed to monitor the insurance status of vehicles registered in New York State through the use of electronic updates provided by the insurance industry.  In addition to continuously monitoring the insurance status of over 10 million active registrations, IIES provides a database of insurance information to law enforcement and has essentially eliminated insurance identification card fraud.  New York has one of the lowest uninsured rates in the United States.

IIE Inquiry External (IIES)

IIE Inquiry External is an external application available on the NY DMV’s insurance industry website (IIES website). The application allows authorized users to view the current status of an insurance record. Users can verify if letters, suspension or revocation orders, or restoration notices have been sent to the registrant. It would also show if a record has an open or closed case.

 

Who can access IIE Inquiry External?

  • Authorized insurance companies
  • Authorized servicing agents (vendors)
  • Authorized insurance company agents and brokers
  • IIE Inquiry External serves a dual purpose for Users:
  • View the status of an open letter, suspension or revocation
  • Confirm the disposition of an electronic insurance transaction to verify if the transaction processed on the open case

Account Set Up

Insurance Companies & Vendors/Servicing Agents

Insurance company liaisons request access for either themselves or other representatives of their insurance company. Only authorized insurance companies that have been issued a 3-digit insurance ICC code are authorized to access our external applications. To apply for access, submit the INSURANCE COMPANY EXTERNAL APPLICATION request.

The request for an account for a servicing agent or vendor must come from the insurance company that you have partnered with. This ensures that the insurance company is aware of the use and access to data for your insureds. The User is responsible for all searches performed under their own account.  

Liaisons are also responsible for deactivating users. Each authorized insurance company is required by DMV Regulation to maintain a primary and alternate administrative contact with DMV. We utilize these administrative contacts for authorizing access to DMV applications and for assistance with insurance verification requests. The liaison will submit the ACCESS FORM to [email protected]   A User account will be set up with the necessary permissions.

 

Insurance Agents & Brokers

Property and casualty insurance agents and brokers licensed by the NYS Department of Financial Services Insurance Division (DFS) and authorized to issue 2D bar-coded insurance identification cards are eligible to apply for access. In order to issue ID cards, DFS issues a key and PIN to an agent/broker and that process activates the agent/broker license number in DMV's database. DMV will not grant you access to the IIES application if you have not obtained the key and PIN from DFS.

If you have a license and meet the above requirements, you can apply for an account. As an agent or broker you must select a liaison for your office. Normally this is the license holder. This ensures that the license holder is aware of the use of the account and who has access to the applications, since the licensee is the person held responsible for all searches performed under the account. A license holder can designate another individual as the liaison. However, if that liaison leaves your agency, a new liaison must be assigned to the account. This may cause an interruption in your access while the account is updated with a new liaison. Only the liaison can request an update or password reset for the account as the liaison User ID and password cannot be shared per DPPA rules.

To apply for access: submit the AGENT/BROKER EXTERNAL APPLICATION. Liaisons for each company can view all of their users that have access to the system. They must add/remove User ID’s as needed.

DMV Web Applications for Industry Partners

IIE Inquiry External (IIES)

Allows users to verify if letters, suspension or revocation orders, or restoration notices have been sent to the registrant. It would also show if a record has an open or closed insurance case.

 

Insurance Transaction Look Up (EDITS)

Allows authorized users to view data and the disposition of an electronic insurance transaction sent by an insurer or its servicing agent. Liaisons with each company should request a list of users that have access to our systems every year. They may add/remove User ID’s as needed.

 

Web Interface Report Download (WIRD)

Allows authorized insurance companies to access the IIES Insurer EDI Transaction Filing Reports through the DMV Application Report link. Filing, Matched Transactions and Summary Reports are viewable for each insurance company. One User ID is assigned to each authorized insurance company. The User ID can be shared within the company.

 

DIAL-IN

An additional account available for external users is called DIAL-IN. If you regularly need to search DMV records for driver license, registration, vehicle (title) or insurance information, then DIAL-IN is the service you need. Typical clients include attorneys, insurance and private investigators, process servers and building/site security personnel.

Provide Proof of Insurance

Registrants can post insurance information on their own record. This generates an electronic mandatory verification request (MVF) to the insurer.  The insurance company will then be required to confirm or deny coverage. Posting of proof is not a substitute for filing an electronic insurance transaction.

Posting proof of insurance via the DMV website is not a valid form of reporting for an insurance company and should not be used to bypass DMV’s filing requirements. This on-line transaction was developed as a service for registrants to answer insurance inquiry letters as an alternative to mailing their proof of insurance. The insurance company should be sending the appropriate EDI filing only, instead of encumbering the system by posting proof of insurance, generating a MVF and then being required to respond to that MVF; which can cause further errors and or delays in the record properly updating in the system.

 

Insurance Status Check

If the registrant received an inquiry letter or suspension/revocation order from DMV regarding their liability insurance, they can check the status of their insurance on the DMV website.

 

Insurance Lapse Civil Penalty Payment

Registrants can pay the optional insurance lapse civil penalty fee instead of surrendering their registration and plates for an insurance lapse of 90 days or less. This option can only be used once in the past 36 months.

 

MyDMV

Additionally, DMV offers personalized and secure online services without the need to mail in forms or make a trip to a local DMV office. Motorists can create a MyDMV account on the DMV website.
