Peer-to-Peer Car Sharing Program Administrators must provide vehicle enrollment information to DMV

To comply with New York State law, peer-to-peer car sharing program administrators are required to provide vehicle enrollment information to DMV. Exchange of information will be through a secure file transfer protocol (FTP) process.
 

Getting Started

If you operate a peer-to-peer car sharing program in New York State, you must send an email to [email protected] with the following information:

  • Company name
  • Peer-to peer car sharing program administrator’s technical contact information
    • Name, Email, and Phone
  • Peer-to-peer car sharing program administrator’s contact information
    • Name, Email, and Phone
  • Peer-to-peer car sharing program administrator’s alternate contact information
    • Name, Email, and Phone

New York State DMV will review all requests. Once your request is reviewed, you will work with our technical team to establish your account and test the submission and retrieval process.

 

Submitting Your Information

All participating peer-to-peer car sharing program administrators must send the vehicle information to their designated FTP folder daily, as needed when vehicles enroll in the program. The car sharing program administrator may submit data once per day (single batch) and must include vehicles currently enrolled in the program and registered in New York State.

You must submit all of the following data points for each vehicle:

  • VIN
  • License plate number
  • Vehicle year
  • Vehicle make
  • Vehicle model
  • Group policy insurance company name
  • Group policy number
  • Group policy expiration date
  • Peer-to-peer company name
  • Date each vehicle was added to the car sharing program

 

Review by DMV for Completeness

NYS DMV will retrieve and review the submitted information for completeness. DMV will return any incomplete records to the peer-to-peer car sharing program administrator via FTP. DMV will also send an email to the peer-to-peer car sharing program administrator that the submitted data was incomplete. The peer-to-peer car sharing program administrator must correct the incomplete records and resubmit the full data set to DMV.

Proof of Insurance Coverage

Proof of insurance in the form of an Insurance Certificate (Acord 25 Form) must be kept in each enrolled vehicle for production upon demand. The Insurance Certificate must have current effective dates and the name and address of the insured (peer-to-peer car sharing program name). The Insurance Certificate must also list group policy limits matching what is required by New York State Law for a peer-to-peer car sharing program.
