Mark J.F. Schroeder
Commissioner
Mark J.F. Schroeder was nominated by former Governor Andrew Cuomo to serve as the Commissioner of DMV in January of 2019. He previously served as the elected comptroller of the City of Buffalo from January 2012 until his appointment to DMV, and has also previously served as a member of the Erie County Legislature and New York State Assembly.
Prior to his years of public service, Commissioner Schroeder spent 25 years in the private sector, including serving as vice president of two large corporations.
As a public servant, Mr. Schroeder has earned a reputation as someone his constituents turn to when they have a problem, whether it be minor or major. During his time in the Assembly, Mr. Schroeder authored "Amanda's Law," which requires carbon monoxide detectors in all homes. The law was named after a teen in his district, Amanda Hansen, who died from carbon monoxide poisoning while at a sleepover at a friend's house. He also sponsored legislation banning text messaging while driving and a law safeguarding children from sexual predators. Mr. Schroeder served as the chairman of the Assembly Subcommittee on Autism, and created an inclusive panel of mental health professionals, autism advocates and concerned parents with the mission of providing better care for those afflicted with the disorder.
In his first term as Buffalo Comptroller, the city’s chief fiscal officer, Mr. Schroeder refinanced old debt, saving taxpayers more than $62 million. Under his fiscal management, Buffalo has received "Straight A" bond ratings from the three major credit rating agencies. He used these ratings in the bond market to borrow funds and refinance debt at the lowest interest rates in the City's history.
A lifelong Buffalo resident, Commissioner Schroeder and his wife, Kate Horan Schroeder, have three children - Michael, Allison and the late Matthew Schroeder. He is the proud grandfather of Lily and Marlee.
Christian Jackstadt
Executive Deputy Commissioner
Christian Jackstadt was appointed Executive Deputy Commissioner in March of 2022 and feels privileged to help lead an agency that serves all New Yorkers. Mr. Jackstadt works closely with the DMV Commissioner and is responsible for facilitating the agency’s mission to deliver essential motor vehicle and driver related services while administering motor vehicle laws enacted to promote safety and protect consumers. Executive Deputy Commissioner Jackstadt also works with the DMV’s leadership team to achieve the agency’s vision to shatter perceptions of DMV by providing simplified, effective and responsive government services.
Before coming to DMV, Executive Deputy Commissioner Jackstadt served as the Deputy Director of State Operations for the Executive Chamber. In this role, he oversaw and managed the daily operations of all state agencies, authorities and public benefit corporations. He strategized ways to streamline, improve and transform New York State operations to better serve the public— a task he continues at the DMV. As Deputy Director of State Operations, he was also integral in the COVID-19 response effort. He served as the lead for all state-run vaccination and testing operations and activities during the pandemic, and he assisted with key recovery efforts such as the Emergency Rental Assistance Program, Child Care Stabilization Grant Program, and the Excluded Workers Fund.
He previously served in multiple roles for the NYS Office of General Services managing projects, overseeing state real estate, risk assessment, and cybersecurity. Prior to his work in government, Executive Deputy Commissioner Jackstadt worked for seven years in the insurance industry. He uses his experience from his previous roles in the public and private sectors to be a steward for New Yorkers.
Executive Deputy Commissioner Jackstadt has a bachelor’s degree in economics from Syracuse University.
Carol Jean-Francois
Deputy Commissioner of Operations
She has served DMV customers in the NYC Metropolitan area for nearly 20 years. She began in 2005 as an entry-level Motor Vehicle Representative and quickly rose through the ranks, holding virtually every supervisory level position within Operations. Carol also held two Director positions in Operations, first as the Metro Central District Director and then as the Metropolitan Regional Director, overseeing 12 District Offices located throughout the five boroughs in New York City, in addition to eight Traffic Violation Bureaus.
Carol’s calm, yet commanding presence, has enabled her to lead her teams through some of the most difficult challenges that DMV has ever faced. Carrying the baton of her predecessor, she continues to help the agency move forward in re-imagining different avenues of effective customer service in a new modern age. Throughout all of her roles in the agency, she has been a motivator and mentor and brings that same commitment to her position on the Department’s Executive Team.
Joshua Vinciguerra
Deputy Commissioner and General Counsel
Joshua Vinciguerra was appointed Deputy Commissioner and General Counsel in February 2023.
Mr. Vinciguerra serves as the Chief Legal Officer of DMV and provides legal advice to the Commissioner, the Governor’s Executive Chamber, and DMV’s Executive team.
He also provides guidance to all program areas within DMV and is responsible for over 120 attorneys and staff in the Legal Division. He oversees all aspects of administrative law at DMV, including the Safety Hearings Unit and the Administrative Adjudication Section of the Traffic Violations Bureau. As part of DMV’s Executive team, he participates in setting the strategic direction for the agency.
Before coming to DMV, Mr. Vinciguerra served as Director of the Bureau of Narcotic Enforcement at the New York State Department of Health. He is a former Assistant United States Attorney, Assistant Attorney General, and Assistant District Attorney in the Manhattan District Attorney’s Office.
Mr. Vinciguerra is a graduate of Cornell University and Albany Law School.
Lisa Koumjian
Deputy Commissioner for Communications and Customer Service
Lisa Koumjian was appointed Deputy Commissioner for Communications and Customer Service in May 2022 to help transform the agency’s customer service and lead DMV’s strategic communications and marketing campaigns.
Ms. Koumjian joined DMV in April 2018 as the Assistant Commissioner for Communications. In that role, she oversaw the department’s crisis communications, public relations, creative services and marketing strategy. She is proud to continue leading a team of creative professionals, and excited to bring simplified, effective and responsive service to millions of New Yorkers.
Prior to coming to DMV, Ms. Koumjian served as a Public Information Officer for the New York State Department of Agriculture and Markets. Her detailed knowledge of the news media comes from her roles as a news producer at WXXA-TV and Time Warner Cable News and a senior producer at WTEN. Lisa is a graduate of the University at Albany.
Natisha M. Alexander
Deputy Commissioner for Administration
Natisha M. Alexander was appointed Deputy Commissioner for Administration in September 2023 to provide leadership and oversight for the Fiscal Management, Human Resources and Statewide Training units, Change Management Office and the Office of Diversity, Equity and Inclusion.
A public servant at heart, Ms. Alexander has nearly two decades of service in state and local government, and proven expertise in budget management, government operations and legislative affairs.
Prior to joining DMV, Ms. Alexander served as the Deputy Director for the Office of State Legislative Affairs in the City of New York Office of the Mayor. In this position she managed daily operations and served as a principal liaison to the New York State Legislature and state agencies in advancing the mayor’s state agenda. She was also responsible for all legislative and budget activities, including monitoring over 1,000 legislative bills and providing analyses of the state budget.
Ms. Alexander also served as an Associate Budget Examiner for the New York State Division of the Budget where she managed a portfolio of over $2 billion and led the Performance Management team. She has held various positions within the New York State Assembly, including working for the Standing Committees on Ways and Means and Racing and Wagering.
Ms. Alexander received her B.A. in Political Science from the Nelson A. Rockefeller College of Public Affairs and Policy at the University at Albany and her Master of Public Administration from the School of Management at Marist College.
Ms. Alexander is a proud member of Delta Sigma Theta Sorority, Inc. and serves on various not-for-profit boards.
Rebecca Wood
Deputy Commissioner for Policy, Safety & Driver Licensing
Rebecca Wood was appointed to the position of Deputy Commissioner for Policy, Safety, & Driver Licensing in August 2022.
Deputy Commissioner Wood is responsible for overseeing the operational units responsible for driver licensing and vehicle safety, including compliance with federal motor carrier policy, commercial driver licensing, the Article 19-A bus safety program, regulation of driving schools and instructors, traffic ticketing, registration and title services, insurance services, clean air, and vehicle safety units. She will also manage the Office of Legislation Development and Policy that tracks all legislation and other bills of interest introduced in the State Legislature as well as coordinating the development of the Department’s legislative departmental proposals.
Prior to coming to DMV, Ms. Wood held the position of Deputy Counsel to the Governor and has provided more than a decade of legal oversight within multiple branches of New York State government. Rebecca was instrumental in coordinating the COVID-19 response across more than 60 state agencies and authorities. Additionally, she served in the private sector as General Counsel to the New York State Trial Lawyers Association.
When not working, Rebecca enjoys chauffeuring her twin daughters, Rose and Lilly, to their various engagements.
Ms. Wood holds a Juris Doctor from Albany Law School and an MBA from Union Graduate College, and proudly graduated from the University at Albany, the jewel of the SUNY system.
Sayra Craft
Deputy Commissioner and Chief Information Officer
Sayra Craft was appointed Deputy Commissioner and Chief Information Officer in April 2023 to assist in leading the agency’s transformation effort, specifically the restructuring and modernization of DMV technology to better serve both customers and employees and support the goals of the agency’s Strategic Plan.
Ms. Craft joined DMV in 2020 as the Director of Transformation, Data, and Program Support. In that role, she had been overseeing project and program management, business process analysis and re-design, data governance and analytics, and technical project support.
Ms. Craft is a career New York State public servant. Prior to joining DMV, she worked in a variety of roles at the New York State Office of Information Technology Services, supporting the information technology needs of multiple New York State agencies through web and application development, platform management, and customer engagement management, and finally in her role as the Director of End User Services. She also has worked for the New York State Office for the Aging, the Division of the Budget, and the Department of Taxation and Finance.
