How to Replace Your NDID
You can replace your non-driver ID if it was lost or destroyed, or after you update your address. You cannot replace your ID if it expired. See Renew a Non-Driver ID to renew. See Get a Non-Driver ID if you have never had a Non-Driver ID or if your ID is expired by 2 years or more.
At an Office (Get an Enhanced or REAL ID)
You do not have to get an Enhanced or REAL ID. However, if you have a Standard, you will not be allowed to board a domestic flight starting in May 2023 (unless you have a Passport).

Online
If you already have an Enhanced or REAL ID, or you want to keep your Standard, you can replace online. Your document type will stay the same. Download and print a temporary license in PDF format to use until your new license arrives.
By Mail
If you already have an Enhanced or REAL ID, or you want to keep your Standard, you can replace it by mail. Your document type will stay the same.
Mail the following to the Utica Processing Center (see address below).
- a completed Application for Permit, Driver License or Non-Driver ID Card (PDF) (MV-44)
- photocopies of acceptable proof of identity. You can use How to Apply for A New York: Learner Permit, Driver License, Non-Driver ID Card (PDF) (ID-44) to find acceptable proofs.
- payment (by check or money order made out to "Commissioner of Motor Vehicles")
- unless you are 62 or older and you receive Supplemental Security Income (SSI) or you receive public assistance and would like to get a reduced cost or no fee NDID.

Reduced or "No Fee" Non-Driver IDs
To get a reduced fee or 'No Fee' non-driver ID, you must apply by mail or at a DMV office (sorry, you cannot apply online).
You may be eligible for a reduced fee or no fee non-driver ID if you are 62 or older and you receive supplemental security income, or if you are any age and receive public assistance. See proofs for reduced and no fee NDIDs.
