OSCAR is a one-stop website for motor carriers. Oscar provides a single point of contact to

• apply online
• pay for and receive credentials for certain IRP Transactions
• Highway Use Tax (HUT)
• International Fuel Tax Agreement (IFTA), and
• certain NY State DOT Oversize/Overweight Permits online

OSCAR replaces a system that required a carrier to interact with as many as four different New York State agencies to get all the required credentials.

Interstate carriers in New York will be able to obtain IRP [1], HUT credentials, IFTA - See Publication 536 [2] and NY State DOT Oversize/Overweight Permits through the One Stop Credential Program. These credentials are administered by these New York State agencies

• DMV International Registration Program (IRP)
• Department of Taxation and Finance (IFTA and HUT)
• Department of Transportation

The OSCAR Program provides alternative, one-stop data entry that eliminates the need for multiple forms, multiple visits or contacts and duplication of effort.
