Gender Identifier
On July 20, 2022, the Department of Motor Vehicles (DMV) implemented registration system changes to include gender identifier “X” in addition to “M” (Male) and “F” (Female). The existing gender identifier data element will now allow for an “X” value, in addition to the current ‘M’ and ‘F’ values, as declared by the Client.
About
The Portal for Registration Electronic Enforcement and Display (PREED) is restricted only for use by the government. PREED helps approved government agencies get vehicle registration information and enforce the collection of fines for plate-related violations. Agencies can also apply to use PREED to suspend a registration or add a scofflaw to block a registration renewal. Agencies that use PREED determine the fine for each violation and are responsible for clearing the fine after the violator pays the fee.
All PREED searches obey the Federal Driver Privacy Protection Act. We do not provide any information to customers who are not enrolled in PREED.

Apply to Use PREED
To use PREED, you must be a government agency and have a need to get vehicle registration information or enforce the collection of fines for plate-related violations. Agencies outside New York State can use PREED to search registration information only. If you are a New York State agency, you can apply to search registration information, suspend a registration, or add a scofflaw to block a registration renewal.
Before you apply for a PREED account, consider how you want to use PREED. You can process PREED transactions by any of these methods:
- Web Browser – Users log in to the interface designed by DMV and enter individual plate numbers to receive individual responses.
- Online/Batch with a Web Service – Organizations create their user interface and use the interface to submit individual transactions to DMV. Responses are returned immediately. Organizations can automate their system to submit individual transactions or batches of individual transactions.
- Batch FTP – Organizations create their user interface and create a small number of files for daily processing. DMV gets the input file from the server of the organization, processes the transaction, and returns the data to the server the next business day. DMV can host a secure FTP account for the organization.
To apply for a PREED account, please email PREED Support and provide:
- Your reason(s) for enrollment
- Your phone number and email address
- A scanned copy of your completed Application for Access to DMV’s Portal to Registration Electronic Enforcement & Display (PREED) (PDF) (MV-15PREED).
Using PREED
Users
When DMV creates your PREED account, we issue a personal log-on and password to the PREED applicant. If your organization has more than one person who needs to use PREED, we will issue additional log-ins upon request from the main contact. Each PREED user should have their own personal log-on. Do not share your log-on or password with others.
To get another log-in, ask the main PREED contact for your organization to send us the following information about the new user:
- Name of the current organization
- A scanned copy of the driver license/non-driver identification of the new user (If the license or identification is from another state, send a scanned copy)
- Business telephone number
- Business email address
We will then:
- Send the User ID to the new user's business email address and
- Mail the password to the new user's personal license/identification mailing address
The password is the only PREED information that we ever send to a user's personal mailing address. We will not send a password to an office address.
If the primary PREED contact for your organization has left or changed, submit an updated Application for Access to DMV'S Portal Registration Electronic Enforcement & Display (PDF) (MV-15PREED) to PREED.
Error Messages
If you receive an error that says your credentials are not valid, do the following:
- Close all your browsers.
- Open one browser window.
- Return to VPASS at https://secap.dmv.ny.gov/vpass/
- Log in again.
If you continue to receive this error, you may be using an incorrect User ID. Please check that you are typing the User ID correctly.
Unlock User ID
Your PREED User ID will lock after three attempts with an incorrect password.
If you receive an error that says you exceeded the number of password attempts allowed, follow the instructions on the screen. If you are registered for Self-Service password reset, follow the link to reset your password. If you are not registered for a self-service password reset, contact the PREED Help Desk.
