Overview

Customers who received a registration renewal notice (MV-3 or OP-3) may not be allowed to renew their vehicle registration online if one of the items below applies.

  • Your vehicle has been altered or stretched to increase passenger capacity beyond that provided by the manufacturer by the method of extended chassis, lengthened wheelbase, or a lengthened seating area
  • Since your last registration renewal your vehicle information has changed

Altered or Stretched Vehicles

You are not allowed to renew online if your vehicle has been altered or stretched to increase passenger capacity beyond that provided by the manufacturer by the method of extended chassis, lengthened wheelbase, or a lengthened seating area. To renew your registration, you will need to:

  • Complete a Vehicle Registration/Title Application (PDF) (MV-82) in its entirety. Section 2 of the MV-82 captures additional information required to process your renewal. This includes the vehicle’s Adult Seating Capacity (including the driver) and altered vehicle questions.
  • Include a photograph or copy of the vehicle’s Federal Alterer’s Certification (all labels or plates normally put on the driver’s side door).
  • If the vehicle now has an adult seating capacity of 11 or more (including the driver), you must also include a copy of the New York State DOT Inspection Receipt OR a New York State DOT Exemption Letter.
  • Effective February 3, 2021, any for-hire altered motor vehicle commonly known as a stretched limousine, which seats 9 or more passengers (including the driver), is subject to New York State DOT semi-annual inspection requirements, per Section 140 of the New York State Transportation Law. Proof of New York State DOT inspection will be required in order to renew. These vehicles cannot be inspected by certified inspectors at a DMV-licensed inspection station without an New York State DOT exemption letter.
  • Effective April 20, 2025, all for-hire altered or stretched vehicle operators are required to present a pre-trip safety briefing to all passengers before each trip. Visit Safe Limo NY for presentation materials.

See the DOT website for more information on stretched and altered vehicles.

Vehicle Information Change

If a change is being made to the vehicle’s color, fuel, cylinders, weight, body type, year, make, or VIN, send in your ORIGINAL title. A new title will be issued in the new name and mailed separately.

Proof may be required depending on the information change being made. Call a DMV Call Center for further information.

NOTE: If your plates are on a different vehicle than described on your registration renewal notice (MV-3 or OP-3) call a DMV Call Center for further information on how to renew and to get the correct renewal fee.

Name Change

If the registrant and the owner of the vehicle are the same and you are changing the name, send in your ORIGINAL title. A new title will be issued in the new name and mailed separately.

Individual/Co-Registrants

If since your last registration renewal, your name has changed (or is misspelled on your registration document) but is correct on your driver’s license, you may renew by mail. Send a photocopy of your license showing the correct name and if you are also the owner of the vehicle, your ORIGINAL title.

If you have not changed the name on your driver license, your registration may be renewed using the current name or you may first change the name on your driver’s license.

To ensure that the New York State DMV license and registration records contain the same information, you should amend your license and all registrations in your name to the same name at the same time.

See how to change information on DMV documents for further information.

Other Registrants

If since your last registration renewal, your Corporation/Organization name has changed (or is misspelled on your registration document) but is correct on your proof of incorporation, you may renew by mail. Send a photocopy of your proof of incorporation showing the correct name and if the corporation also owns the vehicle, the ORIGINAL title.

Corporations - Send proof of corporation name change; merger/consolidation of two or more corporations; or filing in the new name with the Secretary of State.

See the Instructions for Vehicle Registration/Title Application (PDF) (MV-82.1) for information regarding acceptable proof(s) of incorporation, partnership, DBA, assumed names, LLC, etc.
