- 1. About the Service-Disabled Veteran-Owned Business (SDVOB) Program: New York State Executive Law Article 17-B governs requirements for the participation of SDVOBs in New York State contracting. The objective of Article 17-B is to expand opportunities for SDVOBs, primarily through increased participation in New York State contracting, and creates a 6% SDVOB participation goal for New York State agencies and authorities. The Department of Motor Vehicles strives to meet or exceed the statewide 6% SDVOB goal by continuing our current efforts to include SDVOBs at every opportunity in our procurement process and in maximizing our discretionary spending with SDVOBs.
