Online Pre-Licensing Course Pilot Program for Providers
What is the Online Pre-Licensing Course Pilot Program (OPL)?
Under New York State Vehicle & Traffic Law (VTL), the Department of Motor Vehicles is launching a pilot program allowing the Pre-Licensing Course, commonly referred to as the “5-hour classroom course,” to be offered online. To distinguish the current classroom-based program from the internet program, this pilot has been named the “Online Pre-Licensing Program” or “OPL.”
How do I participate in the OPL Pilot Program?
Providers who wish to participate in the Online Pre-Licensing Program must first apply with the DMV. To be approved to participate, you must meet information security guidelines, and satisfy the requirements outlined in the VTL, Commissioner’s Regulations (including 15 NYCRR Part 10), the Pre-Licensing Course Instructor’s Manual (PDF) (MV-277),and state policies. (see Part 10 of the Commissioner's Regulations (PDF). Please review the curriculum for the Pre-Licensing Course (form MV-277) to make sure your proposed course includes all necessary content requirements.
