State-to-State Verification Service

The State-to-State (S2S) verification service enables New York State to determine if a person holds a driver license or identification (ID) card in another participating state prior to issuance of a credential in New York State. Additionally, S2S allows New York State to send a request to another participating state to terminate a driver license or ID card that has been surrendered to New York State.

The capabilities of S2S not only support the detection and deterrence of fraud, but also improve the integrity of United States-issued credentials, highway safety and homeland security.

S2S participating issuing authorities are required to limit a person to:

  • one REAL ID Act compliant driver license; or
  • one REAL ID Act compliant non-driver ID card; or
  • one standard driver license

How S2S might impact you

A driver license or non-driver ID card issued by New York State may cancel a driver license or non-driver ID card issued to you by another state issuing authority, rendering the credential invalid.

A resident of New York State who possesses a driver license or non-driver ID card may be impacted upon issuance of a document from another state based on that state's rules, laws, policies and regulations.

Important: If you hold a driver license or non-driver ID card from any place other than New York State, contact that specific state issuing authority with questions concerning the potential cancelation of that credential before you apply for a credential in New York State.
